Dr. Ochberg was the secret Service psychiatrist for the Carter administration before taking this position as State Director in 1979 for a few years. For me, this was a state sponsored college program at the maximum security facility. Fifteen years later, I met several S.S. agents when President and Mrs. Clinton visited the Cardinal in L.A. The agents said the Ochberg Report was well remembered for improving their work conditions. When the gates controversy started in 2001, I asked the Doctor’s opinion. He said, “Keep respect for the symbol of hope.” So, that’s what I have been doing. He also said fair compensation was appropriate, which I’ve been getting from the inspiration of the project.
